If you recall, Obama answered a reporter's question as saying that Geithner would lay out the details, and then Geithner steps up to the mike and says the details would be available in a few weeks.
My wife works in public affairs for one of the large government agencies. She believes that the PR folks between the White House and Treasury Dept. didn't coordinate ahead of time to get their stories straight.
