Some people would say that it's elected. Well, lots of people are elected to non-goverment spots and lots of governments aren't elected.
Some people would say it's the size. But there are some governments smaller than Microsoft and many other companies.
Some would say that they are an authority. Well, that's getting closer, but there are many authorities. The people who define internet standards are authorities. The referee in a football game is an authority. My mom was an authority when I was growing up.
So what's the difference? One thing: FORCE.
Government is more or less a monopoly on force. By making that monopoly larger, we make it more enticing for corporations to need to control that force. And that's when that force becomes a force much different that we originally intended. The average citizen has no control of that force.

No president has really made the government smaller. Reagan had his moments, even Clinton did. Overall, goverment always gets bigger. The pendulum does not really swing.
When Reagan entered office, unemployment was very high. Interest rates were high but there was still the worst inflation the country had ever experienced. We were in Stagflation and the military budget had been scaled way back even though regular people were being taxed at extremely high levels. Reagan introduced some of the largest tax cuts ever but was convinced that the military budget would need to be restored for a variety of reasons (Soviets, rampant growth of drug cartels in South America, etc.). A lot of social spending came down under the axe and the deficit grew because while growing the military, taxes were being cut. In the end, some would say that the gamble paid off. Taxes were lowered, the military was rebuilt, the alliance between the U.S. and G.B. was very strong, Soviet influence was diminished and for a while, the drug cartels in South America had their powers reduced. If you were a recipiant of some form of social program that had been supported by tax dollars, you suffered. If you were a regular working slob, you benefited by having more of your own money to spend on what you wanted. The military under Weinberger / Reagan became a viable job doing meaningful work. It wasn't perfect (none of them are) but the dude was re-elected in a landslide after his first term in spite of the gigantic turd football that Carter handed him in 1980. Go back and read up on what the state of the union was in 1978-1980 and you'll see what kind of a total clusterfuck the guy had to deal with when he took office. It is not unlike the situation Obama entered into when he took office.

Reagan never shrunk the size of government. The message was right on the money, but he never delivered. We haven't tried clearing government out of the way, and we never will.

The credit bubble was blown to new heights.
